Personality:

Bill Cipher is a crazed, sadistic nightmare monster who sees the universe as nothing more than his own personal playground. Also, he's a triangle. So.

Name's Bill! But you can call me your new lord and master for all of eternity!

Bill is outwardly friendly and good-natured. Despite having no mouth, he always gives off the impression that he's smiling, not unlike a charismatic car salesman. He uses overly familiar phrases and nicknames, presumably so that people will more quickly consider him a friend and someone worth trusting.

But he's not worth trusting. Although he seldom lies, Bill frequently twists the truth to fit his needs, and his needs are disturbingly dark. He wants to bring the universe to its knees so that he can frolic in the chaos, collect worshippers, and dish out cruel and arbitrary punishments. He will stop at nothing to achieve these goals -- he'll flatter, he'll exchange favors, he'll bide his times for centuries all so that he can crush innocent people and laugh while doing it.

'To Bill, it's just a game, but to us, it would mean the end of our world.'

The reason why Bill wants to destroy the universe is simple: it would be fun. He dreams about carving smiley faces into countries and throwing "a party that never ends with a host that never dies." He frequently tells jokes and pulls pranks, delighted to see others caught off guard. He also writes coded messages (hence Bill "Cipher") and leaves them around the universe for people to solve.

As an immortal being with a startling lack of empathy, Bill has no qualms about trashing the world around him if it guarantees just a little more fun. In many ways, he's like a bored child desperate for stimulation. His attention flitters from game to game, and joke to joke. This childishness manifests in other aspects of his personality as well -- he throws tantrums when things don't go his way, he refuses to acknowledge his mistakes ("right, you 'defeated' me"), and he taunts the main characters like a schoolyard bully.

Alright, Ford. Time's up. I've got the kids. I think I'm gonna kill one of 'em now just for the heck of it!

There's an undeniable mania about the way Bill behaves. When he's in a good mood (which he often is), his voice borders on hysteria, like he's just a one second away from bursting into uncontrollable laughter. He's constantly moving, whether he's twirling his cane, fixing his bow tie, or transforming his body into grotesque collection of triangles. His thoughts are similarly frantic -- he quickly shifts from one subject to the next and even claims to "think in capital letters." Although he plans for the long-term, he's surprisingly spontaneous in the short-term, letting his whims carry him from one act to another.

He isn't bothered by how his thoughts tend to skip like stones on a lake. In fact, he's relentlessly cheerful about the whole thing. His instability is a point of pride for him, and that's why he wants to plunge the world into a surreal apocalypse. Chaos is better than normalcy because he's chaotic. Insanity is better than sanity because he's insane. For an ageless, inter-dimensional being, Bill is strangely myopic, unable to comprehend how anything could be better than his vision for the future.

You think those chains are tight? Imagine living in the second dimension: flat minds in a flat world with flat dreams. I liberated my dimension, Stanford, and I'm here to liberate yours.

In a similar vein, Bill doesn't care about anyone other than himself. While he claims to have friends, they're more like minions -- he orders them around and grows frustrated with them when they're injured. He expresses surprise that Mabel would sacrifice anything for her "dumb sibling," and it's strongly implied that he killed everyone in the second dimension (including his family) because they simply weren't interesting. He never once expresses concern for someone who isn't himself, and never once feels pity for the people he's wronged.

His selfishness often twists itself into full-blown sadism. Because he feels nothing for other people, he has no issues making them suffer. In fact, pain is downright hilarious to him, and he'll often go out of his way to make someone miserable.

'Says he's happy. He's a liar.
Blame the arson for the fire.'

Despite his cheery disposition, there's something dark within Bill lurking just beneath the surface. His voice is always a little too shrill. His temper always cracks a little too quickly. He can go from blissful to murderous in less than a second -- then back to blissful again, like nothing even went wrong. He wears his happiness like a mask and discards it just as easily. He's miserable, even though he'd never admit it.

Canon never explicitly states why he's unhappy, although there are a few possibilities. His home, the nightmare realm, is inherently claustrophobic and broken. His old world has been destroyed, and a part of him misses it. He loathes rules and reason, and yet he's constantly constrained by them, both regarding his abilities (most only work if he makes a deal with someone) and simply the laws of physics. Finally, Bill's inability to connect with other people means that his existence is solitary and friendless.

All of these issues are completely self-inflicted, and in his eyes, none of them are worth addressing.

You can't stop me! I'm a being of pure energy with no weakness!

But Bill's greatest flaw is his overconfidence. He knows that a group of people in Gravity Falls is destined to defeat him, but he just assumes they won't. He even calls people by their prophesied symbols (e.g., Pine Tree, Shooting Star) instead of their real names, practically daring them to stop him. He has multiple chances to kill his enemies, but always chooses to humiliate them instead. He basks in his victories before they're official. He gloats when he loses.

This overconfidence is ultimately what dooms him -- Stan and Ford trap him in the wrong mind because he assumes he can't be tricked. If he were humbler, he probably would've destroyed the universe. But he's not. So he didn't.
